The following was delivered to the City of Fontana, City Council Meeting on December 8, 2015, during Public Communications:
My name is Rafael Garcia.
I would like to extend my condolences to the families of the victims of the tragedy of December 2.
I salute the Law Enforcement community for their professional resoluteness in countering this threat to the public and putting their own lives in harms’ way to protect us.
The lesson learned on April 20, 1999, in Columbine, Colorado, was that Law Enforcement first responders have to confront the active shooter and not wait for SWAT teams to arrive.
On September 11, 2001, the epiphany of a small group of passengers aboard a California-bound plane, United Flight 93 was such that they would have to take matters into their own hands.
On November 13, 2015, terrorists killed concert goers in a music hall in Paris, France.
On December 2, 2015, in the City of San Bernardino, California, terrorists killed and injured innocent individuals.
I propose that the Federal, State, County and Municipal Law Enforcement Community at Large evaluate the concept of a Hybrid Police Reserve to harden soft targets.
The general population has a high level of expertise and experience to draw upon which include military veterans and former Law Enforcement professionals. Many professionals would qualify for this such as public servants, attorneys, educators, etcetera.
Cell phones serve as transponders.
In the event of a terrorist attack in any given venue, Law Enforcement Authorities can determine how many Hybrid Police Reservists are in the venue which could provide verifiable intelligence to the Operations Command Structure.
Hybrid Police Reservists would not be first responders.
Hybrid Police Reservists would carry concealed weapons.
Hybrid Police Reservists would not be undercover.
Hybrid Police Reservists would be identifiable by a badge or arm band as a deterrent.
Hybrid Police Reservists would be a deterrent in venues such as concerts, sporting events and any other variety of public events, minimizing the soft target syndrome.
To encourage Hybrid Police Reservists to attend public events their entry could possibly be complimentary.
Hybrid Police Reservists would be able to provide support, guidance and defense to the public in the event of a crisis until first responders arrived.
Hybrid Police Reserve candidates would have to meet qualifications such as:
Prior military or law enforcement service
Small Arms Qualifications
First Aid Training
Other requisites to be determined by Law Enforcement bodies
